Article 6 Officers: Section 3: In our Constitution it states in order to have individual Chief Steward for Clerk, MVS and Maintenance you need to have at least 500 members in that installation. Currently, the stewards represent members and nonmembers alike. We can benefit in the change in providing craft specific Chief Steward Representative to respective crafts. In the Collective Bargaining Agreement it states you have to have at least 500 employees.

Change to reflect: In order to have an individual Chief Steward for Clerk, MVS and Maintenance Craft, there must be at least 500 employees in that installation.

Article 10 Vacancies and Absences of Officers, section 6b states: Any member may be excused for the following reasons: anniversary, birthdays, illness and death in the family based on equity; absence under FMLA; scheduled annual leave; excessive distance to travel to the meeting (over 50 miles one way); military leave, ALL excuses must be received in the Union office by the Friday prior to the meeting by phone, mail or FAX and should be followed by hard copy mail. Dues

Article 15 states in part: Section 1. The dues of this Local shall be $14.29 per member per pay period.

Change to reflect: The dues of this Local shall be $17.70 per member per pay period.

Proposal to increase the current union dues a flat $2 from the current $25.81 for a total of $27.81 by-weekly ($56 per year increase). Every career member currently pays a total of $25.81 of which $10.11 goes to National APWU. PSE’s pay $13.71 of which $6.91 goes to National APWU. It is a fact that we are the largest local in California (geographically). We cover from Malibu to Gardena to Blythe. ▪ In a month or so, we will embark in mobilizing our campaign to STOP INDUSTRY CONSOLIDATION. ▪ With consolidations and closures come excessing. There is a high volume of excessing grievances that are going to have to be filed. A big concern is to be prepared to protect almost 500 jobs in Industry PDC that are going to be lost if it closes. 500 families, friends, co-workers, members impacted. The reduction of 142 plants to only have 82 forecasted is alarming. Along with these closures come DUO (Delivery Unit Optimization) where it already has began. They have consolidated the carriers from Sierra Madre to Arcadia Post Office, the carriers from Duarte to Monrovia Post Office, the carriers in all of Pasadena are now inside the Pasadena plant along with the carriers of Altadena. These consolidations will not only affect our brothers and sisters in the plants, but they can impact YOU. ▪ Management is currently issuing bogus discipline targeting our window clerks with the HAZMAT questions at times walking clerks off the workroom floor pending investigation. We cannot put a hold on REPRESENTATION. ▪ We have the largest Executive Board in our history but many of our stewards are new and need extensive training. Training should be done on the clock and the steward should be paid. Currently, stewards volunteer to step up and represent you and often volunteer to be trained on their own time. National offers training for stewards at conventions or conferences but since we don’t have money to pay for them to go, they miss the training to better represent you. Some types of training include Stewards, OWCP, Post Office Women for Equal Rights (POWER), National President Conference, All Craft Conferences and National Conventions just to name a few. ▪The local currently has 3 union cars paid for and two need to be replaced very soon. We need to be proactive in being able to allocate money to purchase at least 2 more cars and retire the old ones. ▪Most of our offices have a union steward to represent you but they don’t have computers or internet access at the office. They are not allowed to use the post offices computers so most will take your grievances home and work on filing grievances anywhere from 2-6 hours disrupting their home life. The post office is required to give them union time but we have to provide them the tools necessary to properly represent you. Our 2 plants have 5 computers or more because of the high volume of grievances generated, but we also have very high volume grievance offices such as Rancho Cucamonga, Ontario, Hemet, Venice, Glendale, Beverly Hills, Redondo Beach, Compton, Bell Gardens, Culver City just to name a few.

 

If approved, we anticipate a positive cash flow a month where we can accomplish all the above in due time. There has not been a dues rate increase by the local in recent history of California Area Local and as you know the cost of everything has risen in the past 30 years. I want to move this local forward and I need your approval to make this happen. Representation, organization, training and job protection is what is behind this increase. This money will go to better serve YOU.

 

 

Voting will take place at the General Membership meeting scheduled for October 26, 2014 at 10 am.
